    President Benigno Aquino III on Monday declared October 31, Monday, as a special non-working day in the entire country in connection with the observance of All Saints’ Day on Nov. 1.

    In Proclamation 265, Aquino said this is to give full opportunity to the people to properly observe All Saints’ Day “with all its religious fervor which invariably requires them to travel to and from different regions of the country.”

    All Saints’ Day is a regular non-working holiday in the country.

    Also, Oct. 31 had been traditionally declared as a special non-working day in the past.
